Victoria Marlow is a student at Apophyll Academy, the reserve Fighting-type Gym Leader of the Reborn League, and a rival of the player.
Victoria is very caring and nice, but isn't hesitant to fight anyone who might prove trouble or dangerous. She tries to help the player and other characters throughout the story for their own good, but unfortunately ends up being in the way most of the time (unintentionally or not). Although she does try to stay fairly calm and supportive, she can get very angry when things she doesn't expect happen and especially to people she doesn't like.
Story Events[]
Opal Ward[]
Victoria is first met outside the Grand Hall shortly after the beginning of the game. She informs the player that Ame has asked her to help the player get registered for the league and escorts them into the Grand Hall.
Inside, Victoria and the player will meet up with Ame, who provides the player and Victoria with the choice of their starter Pokémon. Victoria will always choose Litten. After Cain battles the player and takes them to get their Pokémon healed, Victoria returns with Ame, and then challenges the player to their second battle. After the battle, Victoria and the player will receive their starting gear before Victoria leaves to meet with Kiki, her teacher.
Obsidia Ward[]
Victoria is next encountered outside the Peridot Gym, where she tells the player about the plant-based havoc in the Obsidia Ward before heading over there herself to help. She and the player are initially barred from entering the area until Florinia convinces the officer guarding the path to let the two of them assist.
Victoria and the player then follow Florinia to Obsidia Park, which has been completely taken over by the mutated flora. Florinia then instructs the player and Victoria to go find Amaria (and her TMX for Cut), after which Victoria and the player split up.
The player then meets up with Victoria as they travel through the Obsidia Slums. If the player talks to Victoria before flipping the switch to the nearby gate blocking the path, she will ask for a battle; after the player wins, the guy watching the battle will flip the gate switch after being harshly criticized by Victoria for his derogatory language. If the player flips the gate switch first, they can skip this battle.
Once the player has met with Amaria in the Coral Ward, Florinia and Victoria will be waiting for them outside the entrance to the park. Here, Amaria recognizes Victoria as a former student of the Onyx Trainers' School before she left to study at Apophyll. The group then proceeds to enter Obsidia Park and stop the floral mayhem. Partway through exploring the overgrowth, the player watches Victoria get captured by Meteor Agent Borealis through some trees.
Grand Stairway - North Obsidia Ward[]
Victoria is then found in the caverns beneath the Grand Stairway, being held hostage by Aster, Eclipse, and Solaris (although the latter is not described by name). Solaris allows the player and Victoria to leave freely after explaining the significance of the abandoned holy site, although the pair must battle Aster and Eclipse first.
Once the player returns to the surface of the North Obsidia Ward, Victoria asks the player to battle her in an attempt to grow stronger. Right after the player defeats her, Fern shows up, criticizing both sides' battling performance. Fern then briefly flirts with Victoria before she rejects him, then mentions that he got his third badge (and bullied Shelly while doing it) before challenging the player to a battle. Once the player wins, Victoria gives the player the TMX for Rock Smash before heading to Lapis to check on Shelly.
Lapis Ward[]
After the player defeats Cal outside the Lapis Gym, Victoria and the player go inside to check on Shelly. Cain and Shelly are waiting inside. Victoria attempts to comfort Shelly, after which Shelly gets sick from the realization that the man who fell off Beryl Bridge was her friend Heather's dad. Cal then asks the player to go see if the nearby doctor can see Shelly and potentially help her.
Victoria then waits in the upstairs room with Cal while the player challenges Shelly, teaching Cal some basic meditation practices. After Sigmund shows up and antagonizes Cal to the point that he hits Shelly, Victoria invites Cal to study at Apophyll Academy to learn how to control his temper better.
Apophyll Academy[]
The player next meets Victoria inside Apophyll Academy when requesting the TMX for Strength from Kiki and informing her about the PULSE in the area. Kiki asks the player to fight either Victoria or Cal to earn the right to use Strength (if the player fights Victoria first, the player can also fight Cal, but the reverse is not possible). Kiki then requests that the player also fight her as a final exam of sorts. Once she leaves to prepare, Victoria asks the player if they can keep a secret; if the player selects "Yes", Victoria tells them that Kiki is dying from an unknown illness and has been teaching Victoria how to take her place.
Victoria attempts to comfort Kiki after she collapses right after the player defeats her before storming out when Kiki says that the TMX for Strength is missing and cannot be handed out. Lettie then shows up in the next room over, informing Victoria that suspicious people have been spotted on Azurine Island, after which Victoria asks the player to check on the area while Victoria looks after the school and Kiki.
Pyrous Mountain[]
Once the player returns from Azurine Island with Cain and the knowledge that Team Meteor is currently setting up a PULSE Camerupt atop Pyrous Mountain, Victoria joins the group heading up to stop them. Victoria accompanies the player in their ascent up Pyrous, partnering with the player to fight the Meteor grunts blocking the path. Along the way, Victoria mentions her concern for Cal, who she seems to like.
At the peak of Pyrous Mountain, Victoria fights Taka while the player handles Solaris and his Garchomp. After the battle (win or loss), Victoria watches as Kiki is killed by said Garchomp after Cal reveals he was working for Team Meteor all along. Cal then turns on Team Meteor and destroys the PULSE Machine, but the damage caused by his double betrayal cannot be reversed. Cal apologizes to Victoria, claiming he wasn't trying to destroy Apophyll, but she yells at him to leave before he can explain himself.
Cain, Victoria, and the player then return to Apophyll Academy, where Victoria lectures Cain on his hesitance to stop the PULSE in Byxbysion because his family lives there. Victoria then asks the player to go fight Team Meteor without her, as she needs to stay behind and run the academy now that Kiki no longer can.
Beryl Cemetery - Celestine Cascade[]
Once the player defeats Aya, Victoria can optionally be encountered by Kiki's grave in the Beryl Cemetery. When approached, Victoria tells the player that Kiki left everything she had to her, resulting in no small amount of paperwork. Furthermore, Victoria reflects on the family that Kiki and her could have been had things gone differently before leaving.
The player can later see her briefly when first traveling down the waterfall to the Water Treatment Center, as Victoria is standing on the steps of the Grand Stairway.
Devon Corp?[]
After the player activates TMX Fly and returns to Reborn City, Ame sends the player to get Arclight, Adrienn, and Victoria to help her with a mission. Victoria is seen near Kiki's grave in Beryl paying her respects, wondering if this was what she wanted and informing the player that the Apophyll students have been very involved in the city's restoration.
After getting everyone and meeting Ame, Victoria, and Adrienn back in the Grand Hall, Ame reveals that the Devon Corp building in the Obsidia Ward is actually the last Team Meteor base left in the city. Victoria and the player then meet Arclight in the Underground Railnet, where they raid the base from below. The player will fight alongside either Victoria or Arclight for the first battle in Devon (depending on relationship points), with Victoria assisting for the following two battles. Victoria then stays behind when a trap is activated causing the walls to close in on the player and her.
After the player is knocked out and captured, Lin forces the player to fight Victoria, whoever wins getting to proceed. Once the player defeats Victoria, they are allowed to leave while Victoria faces the penalty of electrocution.
Once the player defeats ZEL, they are able to free Arclight, Victoria, and Adrienn. While Victoria and Adrienn are hurt but ultimately fine, Arclight's penalty was losing an eye, and he is unconscious when freed. After the player lets Adrienn and Victoria know that Ame is dead, Victoria gets mad at herself for not being able to stop anything and for living while Kiki did not. Adrienn reassures Victoria that she shouldn't waste time on blaming herself for her past mistakes, explaining that xe has xyr own regrets — being frozen in time while Reborn collapsed and unable to help keep things together — but that they need to move forward instead of looking back.
The group then exits the building, unexpectedly finding themselves in North Obsidia. Victoria then heads to the Grand Hall to search for the building's records while Adrienn gets Arclight medical care, asking the player to stop by xyr Gym later. If the player uses the intercom in Adrienn's Gym, Victoria will be the one to give them advice, since Ame no longer can.
Grand Hall[]
The player can find Victoria in the Grand Hall employee area after completing one of the restoration projects, working on some of the never-ending paperwork and bemoaning the mind-numbing desk work.
Calcenon City[]
Victoria next appears in Calcenon City after the player earns their 17th Gym Badge from Hardy, where she meets with Cal for the first time since the events of Pyrous Mountain. After Cal reveals that he not only sabotaged the PULSE Camerupt beforehand but also saved both Kiki's Medicham and said Camerupt (no longer attached to a PULSE machine), Victoria leaves to think over things. She can then be found in southwest Calcenon before the Labradorra raid, reflecting on who really is to blame for Kiki's death.
Labradorra City[]
As the player and their companions fight off Team Meteor in Labradorra City, Victoria appears once fighting off a grunt with her Incineroar before joining the player for a double battle when they enter a building in southern Labradorra. After defeating the pair of grunts, one of the Meteors mentions that they're holding one of their own captive in the building before stepping outside to let Victoria and the player proceed.
The player and Victoria then find a captive Solaris with one eye torn out. Victoria introduces herself to Solaris, aiming to get revenge for his murder of Kiki, but is unable to do anything before Cal stops her. After Cal asks her if this is really what Kiki would have wanted, Victoria finds herself hesitating to follow through on her threats, causing Cal to escort her outside.
The player and Victoria then find a captive Taka, one of his eyes torn out and bandaged up. Victoria offers him her assistance in getting to safety, despite his former allegiance to Team Meteor, but Taka asks to stay behind in Labradorra for a bit longer.
Labradorra Arena[]
Later, Victoria is among the group forced to battle each other in the Labradorra Arena in order to chase down Team Meteor, noting the tournament's similarity to the events at Devon. However, the specifics of her involvement vary by route.
In the first round of the tournament, Victoria is partnered with Cal to fight Taka and Zero in what Terra nicknames the "Turncoat Turnabout". Victoria is referred to by Terra as ""TRAITOR McGEE" and objects to her description as a traitor, after which Terra says that she betrayed Kiki by not doing everything to stop her and for considering forgiving Solaris. After the punishment for losing is revealed as being "deleted" and Terra turns partners against each other for the second round, Victoria insists that she tried to warn everyone about how this was a trap.
Victoria then fights Cal in the second round of the tournament. She is referred to by Terra as "VICTORIA WHITAKER". Here, Victoria tells Cal that she won't forgive him for siding with Team Meteor even as Cal tries to get her to question her anger and calm down. Victoria then loses the match and is temporarily "deleted".In the first round of the tournament, Victoria is partnered with Shelly to fight Saphira and Charlotte. She is referred to by Terra as "KINDER THAN A CHANSEY", "GRIEVING LIKE A CUBONE", and "MORE OF A ROADBLOCK THAN ANY LUMBERING SLUMBERING SNORLAX". After losing this battle and being temporarily "deleted", Victoria does not appear again until postgame.

Victoria first appears to rescue the player when they get trapped by a strength puzzle and Fern taunts them, grabbing the player from a moving minecart. She then accompanies the player through the following minecart puzzle, pointing out where the best place to break through a wall might be.
After scaling the outside of Charous Mountain for the first time, Victoria and the player reach a dead end, after which Saphira breaks through the nearby wall because of an attack from Sirius. She then helps the player with the third of Victory Road's logic puzzles.
Victoria is next met outside, staring down Solaris. She (for the second time, if the player is on the Mixed Route) threatens Solaris's life for what he did to Kiki, to which Solaris replies that he doesn't care who she's here for because of how many people he's hurt. Solaris goes on to compare his and Victoria's motivations, saying that he too fought to make the world a better place (in his eyes) after losing his parents. He then opens himself up to an attack from Victoria, stating that it would be easy to simply push him off the ledge, but Victoria is unable to follow through. Cal then shows up, asking Victoria if this is what Kiki would really want and reminding her that Kiki chose Victoria to succeed her before convincing her to calm down and back off.
If the player backtracks before leaving the area, Cal and Victoria can be found having a discussion. Here, Victoria thanks Cal for coming up to help her even though she's been mean to him ever since the events at Pyrous. She then asks him out on a date, to which Cal replies that he's actually gay, and the two stand around awkwardly for a bit before Victoria heads back to Apophyll.Victoria does not appear here on this route.
Nightclub[]
Victoria is the first to find the player after their battle against Lin. She finds them in front of Grandview Station, and expresses her relief at seeing them. After complaining about the copious amounts of paperwork she has to work on, Victoria directs the player to the Nightclub, where Arclight is. Because of Julia, Victoria had come to believe that the player had retreated to meditate on a mountain. Her hope is to battle against and meditate with the player, someday after catching up with her work at the Grand Hall.
Apophyll Academy[]
Apophyll's students begin to receive new lectures from a seemingly revived Kiki. Upon being informed of this, Victoria sets out for Apophyll Academy. Much to her surprise and embarrassment, Kiki looks like an exact visual copy of her. Kiki not only has the appearance of Victoria; she has also managed to draw in far more pupils than her successor. Through keen observation, Victoria is able to discern students who are having difficulty with meditation. She spots them so the player can defeat them, thus clearing the path to Kiki. However, when these students are confronted, they reveal insecurities that belong to Victoria. Said insecurities include her excessive standards, her fear of death, and her fear that she will never be like Kiki in her work and leadership. Kiki responds to Victoria's grief and insecurities in such a way that Victoria steps out of Apophyll acknowledging her fears better. She decides to further process her individuality, and the value of her leadership, which strays from Kiki's. She also feels some anger at Cal for orchestrating Kiki's "return" through a Marshadow to intervene and help her.

- Victoria's name is a word play on 'Victory', mostly used when you win a fight or battle.
- Her VS sprite is based on that of Erika from Pokémon Heart Gold and Soul Silver.
- Victoria takes over as the advice-giver for you when you go to Adrienn's gym, after that it is Adrienn and her going back and forth.
- She has an Alolan Raichu on her team, which can only be obtained if you evolve Pikachu in Apophyll Beach, the place where she attends.
- She later replaces Kiki and becomes the new sensei (her trainer class also reflects this). Gossip Gardevoir later mentions that Victoria became the Reserve Fighting Leader in the news.
- Victoria has the most partner battles with the player in the main story, which is three in total.
- Prior to Episode 17, Victoria picked Tepig as her starter Pokemon instead of Litten. She also used an Emboar and Gallade as her signatures during the online league, with Gallade still on her in-game team.
