Take your time, darling. I want your best performance!
Ciel Featherstone is the Flying type Gym Leader of the Reborn League, and a member of the Agate Ace Triumvirate, along with Samson and Terra. She hands out the Suspension Badge, the 13th badge the player receives.
Ciel is elegant and fairly polite to people. She is an aerial performer, able to do acrobatic flips and kicks with ease, usually with aerial silks. Ciel also tends to retaliate Samson's and Terra's flirting attempts with her own when they're off work. While the two do annoy her, she does appreciate them to an extent.
Ciel is first met at Agate Circus when the player enters in the tent with Samson. She ask who the player is, with Samson saying they didn't ask their name. Ciel scolds him and introduces herself. She then leads the player to where Aya was resting. While talking in the back room, the Ringmaster reveals that Ciel is a Gym Leader and part of the Agate Triumvirate (along with Terra and Samson).
After the player finds Hardy and beats Samson in a gym battle, Terra reveals that Ciel is wearing a thong. Ciel rushes over to see but finds out Terra is lying. Terra then says that the sleep spell is being broadcast from Ametrine City to Agate City. This prevents Agate City from being passed through (and have less customers for the circus). The player then goes to Ametrine City to disable it.
This turns out to be a ruse, so the player goes back to confront her, along with Samson and Ciel. Terra then escapes into the computer, which Samson goes to check saying it needs a second player. Samson then allows the player into the computer and the two of them watched the player have a gym battle with Terra. After the gym battle, Samson unplugs the computer so Terra can't get out, and Ciel asks if that is safe or not. Samson replies that as long as Terra doesn't get out she won't cause any more trouble.
The player comes back after getting TMX Fly, hoping to activate it by beating Ciel. Samson and Ciel are trying to get Terra out, but can't find her anywhere. They then get into a flirtatious argument until the Ringmaster comes in. Ciel realize that the player doesn't have a battle pass for her, so she decides to slip in a battle pass for them. After the battle with Ciel, she decides to rest on the couch wondering if she misses Samson and Terra.
Agate City[]
After the player disables the real signal broadcasting the sleeping spell on Agate City, Samson and Ciel tries to save the city, only to get captures by Team Meteor. They both get freed after the player battles Solaris and continue to stop Team Meteor. After the player finds Lin underground, she tries to escape with an artifact.
If the player gave Blake the ring, Ciel approaches Shelly alone to confront Lin. When Lin creates a black hole towards Ciel, Samson tries to run to save her, but is too late. Ciel disappears with Samson yelling at Lin afterwards.
If the player refuse to give Blake the ring, Shelly asks Ciel and Samson to confront Lin with her (due to having more confidence to ask for help from two older people). When Lin creates a black hole towards Ciel, Samson pushes her out of the way, taking the hit for her. He disappears, with Ciel upset at Lin afterwards. After Lin escapes, Shelly wonders if she should have let Lin go. Ciel tells Shelly that it wasn't wrong of her to ask, but felt disgraceful for not saving Samson. Ciel then promptly leaves to Agate Circus.
Agate Circus[]
If the player decides to check on Ciel after the Battle for Agate, she appears at the stand of Agate Circus. She reveals that she grew up from the country where nothing exciting ever really happens except watching the clouds. She was also rather lonely, not being able to make friends at the time. One day, a traveling circus came to a nearby city and she, along with her cousin, snuck out to see it. She was later sick for a week due to a sensory overload of lights and sounds. However, she felt more love in the tent than anything in most of life. She thought if she became a performer she would never be bored or lonely, but she knows that's not true at all. She then becomes self conscious about herself, but recalls how Samson and Terra never minded if she's real or not. As annoying as those two are, she has fond memories of them, but they're both gone now. She then sulks at the stand wondering if she should leave.
"Hold your applause! You're yet to see the final act!" - When sending out last Pokemon.
"Bravo, my dear! You've struck the landing!" - After defeat.

A special report from... the Investigation Squad!
Yo, Reborn City! What's up?! We're here with the Reborn Rundown giving you a look at the leaders of the Reborn League! I'm your host, DJ Arclight, now on air!
Let's talk about the aerial Agate Ace, Ciel! If you haven't seen her in action, then imagine this:
Two ribbons hang from the ceiling. A dancer on the floor twirls herself betwixt them, over, under, and back again, spinning this way and that, pulling the ribbons even tighter to her. Then-- She jumps. The ribbons unfurl around her body, lifting her up with their tension. She grabs onto them, subtlety climbing higher as she flips over, her legs dancing towards the sky. She can walk, swing, float in midair, all between these ribbons, moving like water through the atmosphere. The crowd gazes in silent awe as she moves against gravity and with the melody. Gracefully rolling herself into an angel's sleeve, and descending to the Earth again.
It's undeniable-- nothing can match Ciel's grace and beauty! In fact, some day, I'd like to get her in for an interview. "Ciel, tell us-- what's your number?" Sorry, listeners, but I'm not broadcasting the answer to that question.
That's all for now, but remember, Trainers, Keep fighting with everything you've got! Hold your spirits high, and even you can defeat the Reborn League!

Trivia[]
Ciel's name means "sky" in French.
Ciel hints after her battle with the player that, as much as they annoy her, she does see Samson and Terra as her friends because they are the only people she can talk to equally, if you refuse to give Blake the Ruby Ring, she outright confirms it.
Ciel is the first character in the game to use Mega Evolution, which she does when Mega Evolving her Altaria in her battle against the player (this also in turn makes Altaria lose its Flying-type).
