This is one of the longest sidequests of the game, and may span across 14 Gym battles from start to finish.
Opal Ward[]
The sidequest begins in the Grand Hall. A fisherman by the entrance offers you a rare Pokémon for 500, but after paying for it, a street rat nearby overhears the conversation and snatches it from you on his way out. The chase begins!
Peridot Ward[]
To the left of the door to the desert is the location of the thief who stole your Pokémon. This location doesn't change if you do this step after the restoration of Reborn City.
When you confront the thief, he demands 500 before giving it back. If you pay this amount results, he reveals that he and the fisherman that sold the Pokémon actually worked together to scam unsuspecting trainers, and dares you to defeat them to retrieve your purchase.

Obsidia Ward[]
The thief is encountered in the Obsidia Slums, on the lowest level south of the eastern elevator. He admits to recognizing you as the Trainer who had their Pokémon stolen, and initiates a battle.
After the restoration of Reborn, if you donate to the Affordable Living in Obsidia Project, the whole slum will be inaccessible.
If you have not talked to that thief in the Slum and have donated to the Affordable Living in Obsidia Project, you can find him near the bookshelf in the SOLICE building in South Obsidia Ward.

After his defeat, the Youngster confesses that he was the one who stole the Pokémon. Unfortunately, he already sold it off to one of the Gangs in North Obsidia Ward. You must hunt down the Gang members to continue the quest.
North Obsidia and Lapis Wards[]
To proceed with the quest, you will first have to join one of the two street gangs, Magma Gang and Aqua Gang. Magma Gang can be found in North Obsidia Alleyway, while Aqua Gang can be found in Lapis Alleyway. In order to join, talk to the gang members blocking the entrance twice. There will be story differences later depending on the gang you join, but for this quest there will be only one minor difference.
Regardless of the gang you join, the next steps are the same.
Talk to a Magma Gang member in the North Obsidia Ward, south of the Nightclub. He tells you that he bought an ultra-rare Pokémon from a kid, but it was stolen by an Aqua Gang member. If you join Aqua Gang, you will be prompted for a battle. If you join Magma Gang, you won't.
After that, talk to the Aqua member in the Lapis Ward, near Shelly's Gym. If you join Magma Gang, you will be prompted for a battle. If you join Aqua Gang, you won't.

7th Street[]
After you have obtained the 8th badge and got access to 7th Street, you can proceed with the quest. In the bottom right area of 7th street, where all the Pokémon required for the Mega-Z Ring Sidequest are located, the upper vendor will offer to sell you your stolen Pokémon for 2 blue shards. However, after the purchase, Dashing Rogue Corin-Rouge will appear and steal it from you once again. You really just can't catch a break...
The Disguises[]
The next phase of the quest is not available until you obtained the 13th badge and return to Reborn City following the Agate Circus story segement. Head to the Jasper Ward Police Station and talk to the Police Chief. He says that Corin-Rouge is a well known master criminal and asks you to assist in apprehending him. He will inform you that Corin-Rouge has been sighted in three locations simultaneously.
Malchous Forest Park[]
The first location is in the Malchous Forest Park, south of the berry fields.
When you talk to Corin-Rouge however, he reveals that he is merely an impostor working for the real Corin. After his defeat, he gives a clue as to Corin's true location.

Head to the the Coral Gym and interact with the pink flower bush on Adrienn's side of the Arena, against the Gym's northern wall. Corin-Rouge will reveal himself at long last. After his defeat, the henchmen will reveal that one of the previous 3 henchmen was actually the real Corin-Rouge, merely double-disguised. You may return to the Police Chief, although he simply tells you to hurry and catch the real Corin before he makes his escape. Back in the Peridot Ward, talk to the Corin Henchmen twice to make him reveal himself as the real Corin. Before you can capture him however, a train bound for the Tourmaline Desert passes by, and Corin jumps aboard in order to evade capture. Your Pokémon is out of reach once again...
Desert Duel[]
After Corin-Rouge's escape, his next location will depend on your next action.
If you pursue Corin immediately without informing the Police Chief, Corin may be found at night, on an elevated plateau west of the desert's train tracks. He will have a brief conversation with you, before telling them to meet him at their true final meeting place.
On the other hand, if you return to the Police Chief first, he'll tell you that the Tourmaline Desert is perilous, and outside his area of jurisdiction. He gifts you a pair of Safety Goggles to assist in your continued pursuit of Corin. Corin will not appear in the area described above.
Corin-Rouge's true final location is at the 1R253 Scrapyard. He can be found near the centre of the town, against a train car south of Bouffalant Bill. After a brief speech, Corin will lead you to the centre of the town, where the two will have their fated duel for the ultra-powerful Pokémon. Corin will always save the stolen Pokémon for last, and it'll be revealed that it was just a Level 5 Magikarp, much to his dismay.
