Dr. Sigmund Connal, also referred to as Sigmund, is a resident psychiatrist to Reborn City and the administrator to the City Orphanage. He's also a specialist in Electric-types.
Sigmund is fairly calm and mature most of the time, but he can be cold and ruthless if situations don't go his way. Despite his methods and reasons for taking care of the children in the orphanage, he genuinely believes that he's doing the right thing and for their own good.
Sigmund first encountered when the player first enters the City Orphanage, where he asks what the noise was about. Anna tells Sigmund that the player was wondering about the gym leaders in the orphanage (Charlotte and Noel). Sigmund says that he does have talented individuals that inherit or earned high ranking positions, and decides to test the player's skills by having one of his orderlies battle them. After the battle, Sigmund explains that they cannot battle Noel or Charlotte due to renovating the arena (which Ame said he used that excuse months ago). Anna then shoos the player out, saying to not let Shelly come here.
When Heather decides to run away from Cain and Shelly, she runs into Sigmund and acts rude to him. Sigmund then asks if her parents taught her any manners, which Shelly replies that both her parents arn't around anymore. Sigmund asks Heather if she would want a home in his orphanage, which Heather says no girl would ever want to be around him. Sigmund then explains that his orphanage is legally resposible for all orphaned children in Reborn City if they don't have a legal guardian. Heather is then taken by Sigmund to the orphanage because she is underage and has no legal guardian
The player returns to the orphanage with Cain and Shelly in order to rescue Heather. Sigmund is later cornered by Charlotte, Cain and Noel, with the Doctor admitting that he is now outnumbered, however, Charlotte decides to burns him with her cigarette, which Cain tells her she didn't need to leave a scar. Charlotte then replies its revenge for giving her sisters and herself even worse scars and doesn't feel bad. This forces him to free Heather from the clutches of his Electivire. Charlotte, Noel and Anna also escapes the orphanage, leaving him to chase after them. Sirius then approaches him saying he has the solution to get them back in exchange for his services.
Cain and the player eventually enter the Yureyu Building to save the children again. Sigmund is seen trying to treat Heather again, which Cain yells that Heather can't even speak because of him. Sigmund replies that only her will is gone, not her voice, and asks if fighting him will really solve the problem. Sigmund and Sirius decides to leave after a battle, with Sirius getting the Ruby Ring and Amethyst Pendant.

Sigmund appears again to reclaim the children in the Belrose Mansion. After a battle, Sigmund and Sirius kidnaps a part of the group back to the Meteor Base. The player and Saphira (or Laura depending on your choices) raid the meteor base to get them back. When Sirius reports that Lin is coming to check on the PULSE, Sigmund says the name sounded familiar, which Sirius replies that's because Lin is the true leader of Team Meteor. Saphira tries to fight Sigmund but gets teleported, along with the player.
The player later comes back to the Tanzan Meteor Base only to find ZEL being teleported around by Abra with Sigmund watching. Sigmund suggest to simply terminate the project, which Zero and Eve agrees. Lumi however is against it, but Eve says Lin is coming soon and this would be unacceptable to present, and would stop anymore teleportation accidents from happening further. ZEL then decide to battle the player to terminate Abra. After Abra is terminated, Lin arrives and asks who Sigmund is. Sigmund introduces himself and asks if they met before, when Lin replies its would be impossible. After Lin leaves to deal with noise, the player is let go by Sirius. Sigmund is seen pondering over why Lin's name sound familiar.
Sigmund is seen again at Calcenon City talking to Saphira. Saphira threatens him that if it wasn't for the barrier, she would have killed him. Sigmund responds that she still finds comfort from threats to authority. Saphira tells that he isn't the authority anymore, Sigmund reminds her that he still has legal guardianship over Charlotte. Saphira replies that she's the guardian now and he's the threat. Saphira also says he's taking orders from Team Meteor now, and asks how low can a man sink. Sigmund explains he doesn't care for their goals but he wants to confirm something. Saphira is sick of the conversation and is done with him.
In one path, knowing he cannot win a battle against Laura, he orders his Electivire to use Thunder Wave on her instead of on her Pokémon. In another path, he get hit with Hyper Beam by Saphira's Dragonite.
During the online league, Sigmund would psychoanalyze his challengers in the middle of a match just to get under their skin. This isn't seen much in the game due to a silent protagonist and game mechanics.
